Neither "Road Closed" barriers and signs arein place when they open their construction fence for access for their vehicles and materials. Bicyclists could easily ride into the construction zone if workers are occupied. When construction fence is closed, a single detour sign directs bicyclists and peds east but there are no further signs to direct travelers around the closure - should they ride N/B on the 15th sidewalk (where bicycling is normally prohibited by city ordinance), or must they go to 16th? May they ride on Capital between 15th and 13th, which is normally closed to bicyclists? NO INFORMATION is provided by this incomplete detour sign package, creating an unsafe and confusing condition, which could lead bicyclists to be cited for bicycling on the 15th street sidewalk.
