At the top and in the middle of the paved bicycle path from the levee to the park there is a 4 or so inch pipe protruding 4-5 inches above the path. It is a bollard holder but has been empty for some time. It is a serious hazard that is going to hurt someone who isn't aware that it is there and who doesn't see it.
