What is the E-Bike Voucher Program?

The California E-Bike Incentive Project will provide qualified applicants with $1,750-$2,000 towards the purchase of a new e-bike. Voucher funds will be applied at the time of bike purchase through an authorized retailer.

The voucher program is administered by Pedal Ahead for the California Air Resources Board (CARB). Voucher applications will be accepted during six application periods. Once the first application window is announced (possibly late summer or fall of 2024) application windows will occur every 3-4 months. Application window timelines are subject to change. Check ebikeincentives.org for the most up-to-date information.

Application Window Timeline

  1. Q3 2024 – 2500 vouchers
  2. Q4 2024 – 2500 vouchers
  3. Q1 2025 – 2500 vouchers
  4. Q2 2025 – 2500 vouchers
  5. Q3 2025 – 2500 vouchers
  6. Q4 2025 – 2500 vouchers

Each window will be limited to 2,500 applications on a first come first served basis. Buyers may combine this voucher with rebates and incentives from other organizations. However, these funds cannot be used with other CARB programs like Clean Cars 4 All.

Do I Qualify?

E-bike voucher funds are available to California residents 18 years of age and up with the following forms of identification:

  • Current, valid CA Driver’s License
  • Current, valid CA AB 60 License
  • Current, valid CA ID card

If your current address does not match the address on your ID, additional documentation will be required (a utility bill, rental agreement, bank statement, etc.)

One voucher will be approved per household whose gross income is less than the amounts in the table below. Household size includes yourself plus any spouse, registered domestic partner, dependents and /or guardians you may have.

Applicants who live in a community that is identified as a CalEnviroScreen 4.0 Disadvantaged Community OR an AB1550 low-income community will receive the maximum voucher amount.

Application Process

  • Create your ebikeincentives.org account
  • Complete the application in advance
    • Basic Information
    • California Residency Verification (US citizenship is not required- a state ID card is fine)
    • Income Verification
    • Watch the safety and environmental impact trainings videos online
  • Submit your application as soon as the application window opens.
    • Once the first 2,500 applications are submitted, the application window will close. Applicants must wait until the next window to submit their application.
  • Wait for an email confirming the your application approval
  • Redeem a voucher! Approved applicants have 45 days to use their voucher funds. Find approved retailers through the
    ebikeincentives.org website.
  • Applicants must own the new e-bike for at least one year and complete the program survey.

Bike Accessories

Voucher funds can be applied towards e-bike related accessories including: helmets, bike locks, racks, fenders, and reflective clothing.

Which E-Bikes Will Qualify?

Qualifying e-bikes must meet the following criteria:

  • Bikes must be new
  • Class l, 2, or 3
  • Electric motor of 750 watts or less
  • Come with manufacturer warranty of at least one year which covers electrical components.
  • Have a certified battery meeting the UL 2849/2771 or EN 15194 standard
  • Come with integrated front and rear lights
  • Bike must be fully assembled (no DIY or home assembly)
  • No electric bike conversion kits
